Cooperation with the Ministry of Finance and Economy of Adjara
GEC launch a new project aimed to develop an operational plan, streamline business processes and improve the Human Resource Management system of the Ministry of Finance and Economy of Adjara (MoFEA). The project will help improve the institutional capacity of the MoFEA to manage better and implement social, economic, and infrastructural projects in the region.
On April 13, GEC team conducted a kick-off meeting with the management of the Ministry. At the meeting, the presentation of the project was held, and an action plan was agreed. Within the project GEC team will:
- Conduct functional analysis of the Ministry;
- Develop a consolidated operating manual through describing, examining, and streamlining the following business processes: public finance management; budgeting; accounting; property management; construction regulation; tourism infrastructure management; procurement and logistics; HRM; public relations and communications.
- Conceptualize an HR development framework to integrate employee performance appraisal, personal development planning, and employee motivation mechanisms;
- Coach staff responsible for human resource management;
- Pilot and test the business process, systems, and documentation;
- Train MoFEA leadership, senior managers, and mid-level managers regarding the implemented systems.
The project is being implemented by USAID’s Human and Institutional Capacity Development Activity in Georgia.
